The base game is modest, but curated workshop maps are much larger than the stock ones and are loaded whole. Player structures also persist, so a long-running server grows the way other survival games do — just from a lower starting point.
The mistake to avoid
Assuming a workshop map costs the same as a stock one. Large community maps can several times the baseline on their own, and they load at startup whether or not anyone visits that part of them.
