Belt and machine simulation is continuous and single-thread heavy. This is the game most likely to become CPU-bound before it runs out of memory.

The server simulates every belt, splitter, machine and item in flight, continuously, whether or not anyone is online. A late-game megafactory with thousands of machines will use several times what the same four-player server used in the first few hours of a save, because the requirement scales with what you have built rather than with who is connected.
The mistake to avoid
Sizing during the early game. The first few hours are the cheapest your server will ever be — size for the factory you intend to build, not the one you have now, or you will be resizing mid-playthrough.
