The world is fully destructible voxel terrain, and every alteration is permanent. Digging out a base, terraforming a hillside or carving a tunnel all add data the server holds for the life of the save. Player count barely moves the number by comparison — the requirement tracks how much of the world your group has physically changed.
The mistake to avoid
Sizing for the player cap. Sixteen players who have barely built anything cost less than four who have hollowed out a mountain, so budget for the state of the world rather than the size of the group.
