That means the practical requirement is roughly double what a single shard suggests, and it is why a server that seems adequately sized can still fail when players first descend into the caves.
The mistake to avoid
Sizing for one shard. If your cluster has caves enabled — and most do — budget for both, because the caves shard starts up and stays running whether or not anyone is down there.
