The underground world is generated as players explore and then persists, so the requirement rises with how much of the map has been uncovered rather than with the eight player slots. A long-running world that has been mined out extensively costs noticeably more than a new one.
The mistake to avoid
Assuming the requirement is static because the player cap is small. It grows with exploration, so leave a little headroom on a world you intend to keep for a long time.
