Player structures accumulate the way they do in ARK, but every captured thrall is also a persistent NPC that the server keeps track of. A clan with a large base and a full complement of thralls costs considerably more than the same clan with the same building footprint and none. Mod overhauls raise the floor further by adding new items and NPCs to the world.
The mistake to avoid
Treating the player cap as the sizing input. Forty slots on a server where everyone lives in a small base is very different from forty slots where each clan has a fortress, and only the second one needs the top of the range.
