The baseline covers the map and the engine, and everything after that is accumulation. Every structure placed and every dino tamed is a persistent entity held in the save and in memory, so a server's usage is really a function of how long it has been running rather than how many people are on it. The heavier maps and modded setups add several gigabytes on top of the base map before anyone connects.
The mistake to avoid
Sizing against a fresh map. The figure that matters is what the server needs after three months of tribes building, and the only reliable way to keep that in check is a structure or tame limit rather than more memory.
