Minecraft 1.8.9: Java 8
1.8.9 survives almost entirely on PvP nostalgia: the combat model before the 1.9 attack-cooldown rewrite. Practice servers, minigame networks and a stubborn corner of the competitive scene still run it.

Older Java will refuse to start. Much newer Java usually works, but the server software is what decides that, not Minecraft.

Will what I downloaded work?
Mods and plugins are different things that both arrive as a .jar file. Putting the wrong one in usually produces no error at all — the server starts, and the content simply is not there.
running on Paper
No. Forge produces mods and Paper runs plugins — they are different systems that happen to share a file extension. Nothing will load, and nothing will warn you.
What to watch for on this version
Paper does technically go back this far, but the 1.8.8 line is long past active support and receives none of the performance work that makes modern Paper worth running. If you are here for combat mechanics rather than for a specific mod, a current version with a combat plugin will run better and stay patched.
