Minecraft 1.15.2: Java 8
1.15.2 is a quieter release that cleaned up much of 1.14's performance trouble. Both Forge and Fabric support it, though neither ecosystem is large here.

Older Java will refuse to start. Much newer Java usually works, but the server software is what decides that, not Minecraft.

Will what I downloaded work?
Mods and plugins are different things that both arrive as a .jar file. Putting the wrong one in usually produces no error at all — the server starts, and the content simply is not there.
running on Paper
No. Forge produces mods and Paper runs plugins — they are different systems that happen to share a file extension. Nothing will load, and nothing will warn you.
What to watch for on this version
Its main use today is as a stepping stone: packs that started on 1.14 often finished on 1.15.2 before the ecosystem consolidated on 1.16.5. For a new server there is little to recommend it over 1.16.5, which has the same Java requirement and far more content.
