Minecraft 1.13.2: Java 8
1.13 rewrote the world format and the command system, and it is remembered mainly for how badly it performed. 1.13.2 is the patched end of that line.

Will what I downloaded work?
Mods and plugins are different things that both arrive as a .jar file. Putting the wrong one in usually produces no error at all — the server starts, and the content simply is not there.

No. Forge produces mods and Paper runs plugins — they are different systems that happen to share a file extension. Nothing will load, and nothing will warn you.
What to watch for on this version
This version has the worst reputation of any in the list, and it earned it — chunk loading in particular is dramatically slower than in either its predecessor or its successor. Forge arrived very late and the mod ecosystem largely skipped the version entirely. If something does not specifically require 1.13.2, run 1.12.2 or 1.14.4 instead.
